see below for the output of sane-find-scanner

The behaviour is same with
- the packages from the bchemnet repository
- manual installation of 1.00.06
- manual installation of 4.01.17

What does the messge mean:   "could not fetch string descriptor: Pipe error"   ???

scanimage -L shows:
device `smfp:SAMSUNG SCX-4x16 Series on USB:0' is a SAMSUNG SCX-4x16 Series on USB:0 Scanner

simple scan does not work, scan tool in samsung configurato does not work

Regards, Austin.

root@x200:/home/axel# sane-find-scanner

  # sane-find-scanner will now attempt to detect your scanner. If the
  # result is different from what you expected, first make sure your
  # scanner is powered up and properly connected to your computer.

  # No SCSI scanners found. If you expected something different, make sure that
  # you have loaded a kernel SCSI driver for your SCSI adapter.

could not fetch string descriptor: Pipe error
could not fetch string descriptor: Pipe error
  # No USB scanners found. If you expected something different, make sure that
  # you have loaded a kernel driver for your USB host controller and have setup
  # the USB system correctly. See man sane-usb for details.

  # Not checking for parallel port scanners.

  # Most Scanners connected to the parallel port or other proprietary ports
  # can't be detected by this program.

I'm not certain this particular model is actually supported, even though the related models are.  That's generally what the pipe error seems to refer to, although I don't have an official reference to support that.  However, I've been unable to investigate over the last few days because the SANE website server seems to be down.  Once I can actually connect to it, I'll check their support notes.

I had it running under an old ubuntu version (I think 10.4 or something)

The SANE site is back up, and the 4x16 series is still officially considered "untested".  I suspect that some small change was made either within SANE or a related system that broke support for the 4016 (and maybe 4216, etc. given the somewhat erratic nature of reports of that working) between your older Ubuntu version and your current version.

Because it had been working at some point, and the scanner detection itself depends only on SANE and not the Samsung driver, I suspect reporting it as a bug in SANE to Launchpad is your best bet - although chances are that the first responses will be to upgrade to the latest version of Ubuntu to see if it has since been resolved.
