How do I start the driver?

I have a Samsung ML-2510 printer, which I've used, long ago, with Linux.  This time around, I follow the awesome directions about adding this repo.  So far as I can tell, everything installed correctly.  How do I launch the driver?  Do I launch the driver first, or connect the printer?

As an aside, how does the licensing work?

You do not need to manually launch the driver.  It will be invoked as needed after the printer is set up.

Samsung's license has no restrictions on use of the driver as long as the driver itself is not modified.

The driver only operates the printer.  It has nothing to do with setting up the printer initially.  That process is handled by whatever system handles all printer installations.  If the printer is automatically detected by your system and configured, it may (or may not) select the correct driver, and/or may prompt you for the correct driver.  If the printer is not automatically detected, you will have to manually trigger the new printer installation through whatever tool is appropriate on your system.  To use the Samsung-provided driver, make sure you are selecting a driver called "Samsung Series...."; other drivers with "Samsung" in the name are usually an open-source alternative.
